EWEB Board of Commissioners Approves Employment Agreement with John Hairston as Next General Manager

February 19, 2026 Jen Connors, EWEB Communications

John Hairston

EWEB's elected Board of Commissioners voted unanimously on February 17 to approve an employment agreement with John Hairston, officially naming him as EWEB’s next general manager. Hairston will begin his role on May 11.

The Board previously approved compensation parameters for the position in October. The terms of Hairston’s employment agreement fall within those established levels. The salary and benefits package is consistent with market standards for comparable leadership roles at public utilities of similar size and complexity.

The motion to approve the employment agreement passed unanimously, reflecting the Board’s confidence in Hairston’s experience and leadership. Hairston currently serves as administrator of the Bonneville Power Administration (BPA), a role he has held since January 2021, following a long career with the federal power marketing agency.

“EWEB is a public treasure,” Hairston said. “I’m eager to listen to staff, learn from the community, and build on the strong foundation already in place. Together, we’ll foster a culture of safety, pride, and innovation while making the infrastructure investments needed to serve Eugene reliably for generations to come.”

Hairston said he looks forward to receiving the Board’s guidance on infrastructure planning and long-term investments, while building on the legacy of current General Manager Frank Lawson.

“Frank Lawson leaves a remarkable legacy of service to this community,” Hairston said. “I’m ready to roll up my sleeves and get to work with the Board and our dedicated employees to build an even stronger future for EWEB.”

Lawson announced his retirement in August after more than a decade as general manager. He will retire this spring, allowing for a smooth leadership transition.
