EWEB is upgrading electric equipment in Eugene’s largest natural resource area to increase infrastructure resiliency to natural disasters such as wildfires and winter storms.

Project Details
Construction Timeline:
Construction is underway. Project completion is expected by the end of October 2025, followed by site restoration and re-seeding of the construction area.
Project Design:
EWEB will underground 1,000 feet of electric distribution lines and move the transmission lines onto new metal poles for year-round resiliency improvements. Undergrounding distribution lines and installing taller transmission poles will increase the clearance between nearby trees and electric infrastructure.
Construction Mitigation:
- EWEB will complete all construction within approved municipal work hours. Methods will be used to minimize noise, dust, and emissions throughout construction.
- Additionally, you may experience road congestion due to more than normal construction vehicles on residential roads near the project area.
- EWEB will manage impacts to the natural area, including erosion control measures, protecting streams and trees, and post-construction restoration efforts.
Impacts on Recreation:
During construction, the Amazon Headwaters trail entrance from the corner of Frank Kinney Park will be closed. People will be able to access the trail from the Canyon Drive entrance. Additionally, a small section of the Rexius running trail will be closed near the corner of W Amazon Drive and Martin Street.
Investing Today for a Resilient Tomorrow
This area is prone to winter storm outages and is a High Risk Zone in EWEB’s Wildfire Mitigation Plan. The project will underground a section of power lines to improve reliability and increase resiliency to a range of hazards, including wildfire.

Infrastructure Resiliency Ensures Reliability
This project has been approved for funding by FEMA to improve electric infrastructure resiliency. This heavily forested area is prone to winter storm outages and is identified as a High Fire Risk Zone (HFRZ) in EWEB’s Wildfire Mitigation Plan. This project aims to reduce power outages and increase the electric system's resiliency to a range of hazards, including wildfire.
