Oregon is taking steps to make commercial buildings more efficient and sustainable through new Building Performance Standards (BPS). These standards help reduce energy waste, lower costs, and create healthier spaces for building occupants.
Buildings that meet size and usage thresholds will be required to benchmark their energy usage, compare performance against state targets, and implement energy efficiency improvements if necessary.
BPS is not an EWEB program, but we are here to assist impacted customers by providing energy usage reports and guidance on energy efficiency efforts as needed. Please visit the Oregon Department of Energy for the latest program information and for help with any program questions you may have.
What are Building Performance Standards
Beginning in 2028, large commercial buildings in Oregon will be required to meet new state Building Performance Standards (BPS) designed to reduce energy use and greenhouse gas emissions. The standards, administered by the Oregon Department of Energy (ODOE), will help improve the efficiency, comfort, and sustainability of buildings across the state.
Buildings that meet size and usage thresholds will be required to report their Energy Use Intensity (EUI) and Energy Use Intensity Target(EUIt). For a subset of these buildings, they will also need to meet additional requirements, including reaching their EUIt or demonstrate efforts to reduce energy use, including making energy efficiency improvements.
Who is impacted by BPS?
Building Performance Standards segments commercial buildings into two tiers with the following requirements to be met by the appropriate compliance date. Note that mixed-use buildings will need to follow more detailed guidlines to determine their Tier.
A building's EUI must be determined using 12 continuous months of a building's net energy use during the period no more than 24 months before the submission date.

Tier 1
A hotel, motel or non-residential building in which the sum of its gross floor area equals or exceeds 35,000 square feet, excluding any parking garage.
Tier 1 Requirements:
- Report Energy Use Intensity (EUI) and Energy Use Intensity Targets (EUIt).
- Develop and submit an operation and maintenance plan
- Develop and submit an energy management plan
- Meet EUIt or demonstrate and effort to reduce energy use
Tier 1 buildings that expect to exceed their energy target must report at least 180 days before their compliance date, perform energy audits and life cycle cost assessmets, and develop a plan to implement cost-effective energy efficiency measures by their appropriate complaince dates.
Tier 2
A multi-family residential building, hospital, school university dormitory, barracks, prison or residential/senior care facility building in which the sum of its gross floor area equals or exceed 35,000 square feet; or
A hotel, motel and non-residential building in which the sum of its gross floor area is from 20,000 square feet up to 35,000 square feet, excluding any parking garage.

Both Tier 1 and Tier 2 buildings are required to report their Energy Use Intensity (EUI) using the U.S. EPA's Energy Star Portfolio Manager (ESPM), a free online tool that is widely used to benchmark building usage.

A building's EUI must be determined using 12 continuous months of a building's net energy use duirng the period no more than 24 months before the submission date. As your electric utility provider, EWEB is happy to provide a copy of your building(s) energy usage report, if necessary.
Self-Service Report on MyAccount Customer Portal
Some customers with access to the MyAccount Customer Portal may be able to download usage reports directly from the "Usage" tab of their portal. If you have multiple accounts, you will only be able to download one account's report at a time.
Request a copy of your report
If you have multiple accounts, or need additional support gathering your energy usage, you can email your request for a report to ems.answers@eweb.org. A Customer Solutions expert will respond to your request within 5 business days.
Oregon BPS Energy Professionals
To comply with BPS building owners may need to work with an Oregon BPS Energy Professional. This includes Tier 1 buildings that may need to complete an energy audit performed by a Qualified Energy Auditor.
Oregon BPS Program Incentives
The Oregon Building Performance Standards Program has developed the Early Compliance Action and Planning Program, which provides incentives intended to offset some of the costs of compliance and will be offered for different compliance actions. A building owner can receive a maximum of $0.85 per square foot, subject to incentive caps, if all compliance actions are taken, but can also receive partial incentives for individual compliance actions.

Residential Rebates
EWEB offers incentives for retrofitting older multifamily buildings with electric heat, including ductless heat pumps, insulation, windows, and packaged terminal heat pumps.
Commercial Rebates
EWEB offers energy efficiency rebates for lighting, HVAC, heat pumps, insulation and building controls. Energy Efficiency loans are available to finance upgrades at low interest rates.
