Considering a ductless heat pump?
A ductless heat pump that is powered by electricity is cheaper to install and operate than any other heating system. Ductless systems are easy to maintain, provide significant bill savings, improve air quality, and offer year-round comfort with a built-in air conditioner.
For limited-time, EWEB customers looking to invest in energy efficency upgrades may qualify for an additional rebate incentive on ductless heat pumps, ducted heat pumps, and insulation installations. Learn more about this limited time supplemental rebate here.
We offer these rebates or loans
Standard rebates and loans:
- $800 rebate per home, or
- Up to a $6000 zero-percent interest loan for single-head systems plus $2000 for each additional head (maximum 5 total heads). For systems with both ductless heads and ducted minisplits, we offer a loan up to $14,000.
- Loans and rebates cannot be combined
- Loan terms: Under $5K is 48 month term and $5K and over is 60 month term.
- EWEB requires ALL homeowners be loan applicants. Missing home owner applications will delay your loan application process.
- LIMITED TIME ONLY - Moderate-income electric customers may qualify for an additional supplemental rebate incentive equaling $800 per home. To see if your combined household income meets income qualifications, please refer to our self-attestation form or visit the program page. Upgrades to your current DHP system are ineligible, and your pre-exisiting heating system must be an electric resistance system to qualify for the supplemental incentive.
Income-based rebates and loans:
- Owner-occupied rebate $4,500
- Rental rebate $1,000

Community Heat Pump Deployment Program:
Funds are now available for home heat pump systems through Oregon's Community Heat Pump Deployment Program. Funding is limited and dependent on system specifications. Call and speak to an energy expert today to see if you and your system qualify, 541-685-7088.
Some energy efficiency upgrades may be eligible for federal tax credits in addition to rebates provided by EWEB. Additional information can be found on the Energy Star website.
For questions on how or if any tax credits may apply to you, please refer to a licensed tax professional.
Heat pump installations in rentals may also be eligible for rebates through the state of Oregon. Additional information can be found on the Oregon Department of Energy website.
Program eligibility
- All EWEB electric customers may be eligible. Please apply and receive EWEB pre-approval before scheduling installation.
- The new Ductless Heat Pump must serve the primary living area of the home. If the pre-existing heating system is non-electric, the new Ductless Heat Pump also must be the primary heating system serving more than 50 percent of the home's heated living area.
- The participant's signature on the residential application is required. The participant must be the EWEB account holder (or authorized on the account), owner or owner's representative.
- Loan approval is based on your EWEB credit history and credit report. Approved loan amounts may vary based on approved credit. Loan applicant(s) must be the homeowner(s).
- Single- or multi- head systems may only be installed in single-family homes, manufactured homes, side-by-side condos/townhomes, or non-stacked apartments. If you are unsure whether your home qualifies, please call us at 541-685-7088.
- For another dwelling on the same tax lot to qualify for an additional rebate or loan, the unit must have its own kitchen, bathroom(s) and bedroom(s), have separate electric service, and be occupied by a customer as a primary residence. Each customer may only have one primary residence.
- For a heat pump system with both ductless and ducted indoor units, the above ductless incentives apply if the total BTU capacity of ductless indoor units is greater than the total capacity of the ducted indoor units; the ducted incentives apply if the total capacity of the ducted indoor units is greater, see our ducted heat pump page for details.
- Only one (1) rebate or loan per home, unless an existing heat pump system is removed and replaced with a qualifying system (at least 11 HSPF or 9.5 HSPF2).
- If there is a pre-existing heat pump in the home, it must be removed and replaced with a qualifying system (at least 11 HSPF or 9.5 HSPF2) in order to receive a rebate or loan.
- The system must be installed by a licensed HVAC installer.
- Installation documentation must be received before any payment is processed. For necessary documentation and other resources, visit our contractor page.
- If applying for the supplemental incentive, upgrades to a current DHP system are not eligible, and your pre-existing heating system must be an electric resistance system.

Step One:
Apply online here. Once we receive and process your application, we will send you a confirmation email. If you are also applying for a loan, check 'Yes' in the application and you will be guided through the required questions.

Step Two:
Complete the self-attestation form. If applying for the additional supplemental rebate incentive, complete this step; otherwise skip to Step Three. An application must be submitted before a self-attestation from is submitted. Self-attestation forms received without an application will not be processed or followed up on.
The self-attestation form is used to verify your household's combined gross annual income. Only customers with an annual income of 60%-120% of Oregon's annual median gross income qualify for the supplemental rebate incentive. Learn more about qualifications here.
Please email a copy of your completed self-attestation form to ems.answers@eweb.org after applying online. Or you can include it with your paper application if you choose to submit a paper application via mail. Once we receive and process your self-attestation from we will follow up with you if there are any additional requirements.
Step Three:
Select a contractor to do the work. Here is a list of contractors who have recently participated in EWEB programs. You are welcome to use contractors who are not listed. However, Ductless Heat Pump contractors must be licensed HVAC installers.
- EWEB recommends but does not require that participants acquire multiple bids.

- If the customer decides to upgrade insulation levels, that work should be completed after the installation of the ductless heat pump. Insulation upgrades may be eligible for a rebate or 0% interest loan.
After installation of the system and all required contractor documents have been received, EWEB will verify the system for program compliance. Rebate payments will be mailed to either the participant or the contractor approximately four to six weeks from the date EWEB approves the installation. Loan payments will be mailed approximately four to six weeks after the homeowner returns the signed loan contracts to EWEB.
The payment for the supplemental rebate incentive will be mailed with the standard rebate payment.
