EWEB's Board of Commissioners and the Eugene City Council signed a Memorandum of Understanding in December 2007, outlining a process for creating a master plan for the utility's riverfront property. EWEB has the lead role in formulating the plan, which also involves city staff and significant public participation.

Some of the key steps in the multi-year planning process include:

• Form a Citizen Advisory Team (CAT)
• Hire a design consultant (Rowell Brokaw Architects selected through Request for Qualifications process)
• Plan and implement public engagement process, including four public open house events
• Develop Riverfront Master Plan
• Land use application development
• Make ready/redevelopment phase

While EWEB recognizes it could be a number of years before any redevelopment occurs, the master plan puts in place a solid framework the utility is proud to present to its citizen-owners.
