Relicensing timetable

In October 2008, the Eugene Water & Electric Board and 16 partners representing fisheries and natural resource agencies, environmental groups, Indian tribes, recreation organizations and fly-fishing clubs, signed an agreement for relicensing EWEB's Carmen-Smith Hydroelectric Project on the upper McKenzie River.


The following is an outline of the necessary next steps towards the issuance of a new license.

2008 Milestones
October 2008: EWEB Submittal of Settlement Agreement
November 2008 (approximate date): FERC Issuance of Ready for Environmental (REA) notice
60 days after FERC issuance of REA notice: Submittal of preliminary Terms and Conditions (T&Cs) by US Fish and Wildlife Service (USFWS), National Marine Fisheries (NMFS) and USDA Forest Service (USFS) using the Settlement Agreement as the basis
2009 Milestones
FERC issuance of draft and final National Environmental Policy Act (NEPA) document
EWEB submittal of Department of Environmental Quality (DEQ) Water Quality certification
Issuance of final terms and conditions by USFWS, NMFS and USFS
Issuance of Biological Opinions (USFWS and NMFS)
Issuance of DEQ water quality certification
Issuance of Wild and Scenic Rivers Act certification by the Forest Service
Late 2012: New license
