Masterson replaces Sandra Bishop, who was elected in 2002 to a four-year term as the at-large representative on the municipal utility's Board of Commissioners. Bishop had represented the two wards on the Board since 1997. She resigned her ward seat just prior to assuming the at-large position in January of this year. Masterson held various positions for the U.S. Bureau of Reclamation in Denver, Colo., and Sacramento, Calif., before moving to Eugene 13 months ago. -end-
