EUGENE WATER & ELECTRIC BOARD PLAND TO INCREASE WATER SYSTEM DEVELOPMENT CHARGES FOR NEW DEVELOPMENT Eugene Water & Electric Board (EWEB) is proposing a 13 percent increase to the System Development Charge (SDC) it currently charges new development connecting to EWEB's water system. The charge is based on the financial impact incurred by additional demand on the system. The utility has identified the need for major capital investments in its water system through the year 2010; the cost associated with this work is the primary reason for the proposed increase. The SDC was designed and implemented in July 1997 to equitably assign the costs of increased water demand to those prompting the demand increase. Revenue from the SDC funds expansions and improvements to the the system.The charge for a new, average-sized home is currently $1,701. The proposed increase would adjust that to $1,923. EWEB will hold two public hearings on the proposed increase; one on Tuesday, October 5 and another on Tuesday, November 2. The hearings will take place at 7:30 p.m. in EWEB's North Building Board Room, 500 East 4th Avenue. In addition, a public meeting on the proposal is scheduled for September 16 at 7:00 p.m. in the Board Room.
