EUGENE WATER & ELECTRIC BOARD SWEARS IN NEW COMMISSIONER AND ELECTS 1999 BOARD OFFICERS With the beginning of the new year, the Eugene Water & Electric Board's leadership changed to reflect the election of Peter Bartel as Commissioner, representing city wards four and five. Bartel was sworn into office Tuesday night and replaces Jeff Osanka, whose term expired. This is not Bartel's first foray into local government. In addition to his current work on the Eugene Planning Commission, he has served on the Lane County Budget Commission, Eugene Downtown Commission and the Senior and Disabled Services Advisory Committee. Bartel is self-employed as a small business management consultant. The Board also elected its officers on Tuesday; Commissioner Susie Smith will serve as President, and Commissioner Mike Dyer will serve as Vice President.
