    1. Re-submitted minutes of August 6, 2002 Work Session and Regular Board Meeting, the September 25, 2002 Special Board Meeting, and the November 13, 2002 Board Planning Session

      EMPLOYEE BENEFITS ISSUE

    2. Retirement Benefits Project - Human Resources - Corporate Services. Staff requests the Board to rescind the 4% of salary ceiling that was placed on employee benefit contributions during the 1989 benefits project. As outlined in the Board back grounder, employees earning less than $40,000 per year currently have an economic safety net through the bifurcated pay plan (adopted in 1999). In addition escalating premiums have caused the number of employees affected by the cap, and the additional cost to EWEB, to increase. Contact Jennifer Joule, 484-2411, ext. 3397.

      BUSINESS SERVICE AGREEMENTS
    3. BNY Western Trust - Trustee Fees for Bond Trust Accounts - Financial Services Division. This is for the 2002/2003 Trustee fees of $36,000 for Bond Trust accounts. Money is required to be held in trust in accordance with the Bond Resolutions. This is the last year of the contract for trustee services. Next year we will be going out for an RFP for these services. Contact person is Cathy Bloom, 484-2411, ext. 3277.

    4. Clark/Bardes Consulting (formerly Coates Kinney) - Actuarial Services - Financial Services Division. For actuarial services totaling $30,000 for the Supplemental Retirement Plan ($10,000) and ongoing consulting on PERS issues including review for contribution rates and litigation support for 2002 ($20,000).     5. Brown & Caldwell - City View 1150 Reservoir - Water Division. This contract increase is for additional engineering services for the design and procurement process for the City View 1150 Reservoir. The original BSA amount was $11,322 to cover preliminary engineering to decide on the type and size of the reservoir. On September 17, 2002, the Board approved a contract amendment to $23,750 ($35,072 total contract) to include preparation of the specifications and bid documents that wasn't anticipated in the original BSA. This contract increase is for extra time for Brown & Caldwell Engineering has spent during the procurement process and to conclude the engineering portion of this contract. The contract increase is for $5,000 for a total contract amount of $40,072. This job was approved under the 2002 budget, with total funds of $172,424.     6. CB&I Constructors - City View 1150' Reservoir - Water Division. Award of the construction contract for the City View 1150' Reservoir to CB&I Constructors, Inc. of Gold River, California. CB&I was the lowest responsive Bidder. Contract amount is $1,387,000. The reservoir is included in the five-year capital improvement plan and was included in the 2003 budget that has been approved. The proposed contract award is approximately $100,000 higher than the amount allowed for in the project budget for this portion of the work. Staff believes that the difference can be made up through cost savings in the inspection and testing as well as some post-award value engineering. Contact Jay Bozievich, 484-2411, 3237.
