BUSINESS SERVICE AGREEMENTS
K & D Engineering, Inc. - Summit Terrace 1325'
Pump Station Design and Modification to the Summit Terrace 1150'
Pump Station - Water Division. K&D
Engineering, Inc. will be awarded a contract for
$69,914 to perform engineering and design services for
the construction of the Summit Terrace 1325' Pump Station. This
new pump station will allow water service to new development in
the south hills of Eugene. It will initially serve the 22-lot
Summit PUD, which is being constructed this summer. This project
will be funded with SDC funds. The contact person is Rod Wade at

Delta T, Inc. - HVAC Maintenance Program - Energy
Management Services - Customer Service.
This is a request to award a five-year
contract to Delta T, Inc. to provide residential heating system
duct-sealing and minor repair services through our HVAC
Maintenance Program. Under this program, EWEB customers will be
referred to Delta T to have their duct work tested and sealed
against air leakage. Homes equipped with heat pumps will have the
heat pump tested for proper operation, and repaired if the
exception of qualifying low-income customers who will have the
service paid for by EWEB. It is estimated that annually 250 homes
will participate in this program. Of these, 25 will be occupied by
eligible low-income households. The annual cost
of this program to EWEB is estimated to be $15,000. Cost
of the contract is $750,000 for the five years (or $150,000 per
year). Delta T was selected through a Request for
Proposals solicitation.
PROPERTY ACQUISITION
Facilities Services. Staff has tendered anoffer of $350,000 to purchase a 65 acre parcel for a Clear
Lake Substation site, contingent on Board
approval. The offer has been accepted by the seller. The listing
price was $399,000. The offer provides for a down payment of
$190,000 which is included in the 2002 budget with the balance of
$160,000 plus 8% interest paid February 1, 2003 pending budget
approval by the Board. Staff recommends Board approval for the
