AGREEMENTS
Iris Communications - Public Affairs - Corporate
Services Division. For Iris
Communications Web Site maintenance and updates for 2002. Terms
and conditions of original Business Service Agreement (Contract
1371) remain the same. Amount requested is

GEO-TECH EXPLORATION, INC. - Groundwater Development
Project - Water Division. Contract award
of Bid #002-2002 to Geo-Tech Explorations, Inc. for the drilling
of four (4) monitoring wells and two (2) production wells and the
associated pump testing. Geo-Tech was the lowest responsive bidder
that met the minimum experience qualifications in the
specifications. The Geo-tech bid was in the amount of
$449,000.00 and our engineer's estimate was for $591,700.
The 2002 budget for the drilling is $590,000. This will allow for
any additional contingent expenses should they arise.

Program/Low-Income Weatherization

Lane County Housing and Community Services Agency (HACSA) - Energy
Management Services - Customer Services
Division.Renewal of
Intergovernmental Agreement between EWEB and HACSA. HACSA has
installed weatherization measures for 3,815low-income households in EWEB's service territory since
mid-1980's. Currently, Bonneville Power Administration offers
funding for low-income weatherization to Community Services
Agencies, like HACSA, provided those agencies have matching
utility funds. This updated agreement includes EWEB's ongoing
commitment to provide matching funds to HACSA, plus a provision
for additional funding from EWEB for weatherization of low-income
households that typically have a lengthy waiting period of up to
two to three years due to federal priority restrictions. The
annual budget amount below represents a combination of increased
matching funds and additional funding referenced above, and not an
increase to the utility budget. This five-year contract represents
full weatherization services to approximately 1,500 low-income
households in EWEB's service territory. Cost of the
contract is up to $425,000 annually, or $2,125,000 over 5
