BUSINESS SERVICE AGREEMENTS
- Barrett Business Service and Personnel Source -
Customer Service - Customer Services Division.
Additional Customer Service Representatives for
Phone Center. Rate increases, high bills and anxiety over
inability to pay have increased the call volume to a level where
additional support is needed. The contract workers will cost
approximately $45,000 for work through the end of

- Umatilla Project Development Agreement Amendment -
Electric Division. Authorize General
Manager to execute the "First Amendment and Accession to the
Umatilla Tribal Generating Project Development Agreement." This
amendment 1) provides for the addition of the Port of Umatilla as
a party to the "Umatilla Tribal Generating Project Agreement"
signed on May 24, 2001 by and among the Confederated Tribes of the
Umatilla Indian Reservation, Williams Energy Marketing &
Trading Company, City of Hermiston and Eugene Water & Electric
Board, and 2) formally changes the Development Agreement title to
"Wanapa Energy Center Project Development Agreement." See February
11, 2002 memo from Ken Beeson to Board of Commissioners titled
"Umatilla Project Development Agreement Amendment." Contact person

- Lane County, Oregon - Reach Program; Universal Service
Program; Rapid Assistance Program - Customer Service.
Administration costs payable to Lane County for
intake and program services per intergovernmental agreement. The
breakdown by program is as follows: Reach 2000 program
equals $140,000; EWEB Rapid Assistance Program equals $51,000; and
the Universal Service Plan fee is $100,000. Contact

- Peacehealth - Employee Assistance Program - Human
Resource - Corporate Services. This will
provide employee assistance program services to EWEB
employees/retirees, supervisors, and management. Services include
individual/group counseling and mediation, professional training
& development programs, and organizational consulting
services. Contract amount is $20,000 per year for two years.

- Legislative Letters
Related to the Proposed Federal Renewable Portfolio Standard -
Electric Division. Staff
seeks Board consent for sending letters in support of the proposed
Renewable Portfolio Standard in pending federal energy
legislation. Staff has provided the Board with background
information (see attached memo in packet) and the discussion
points that would be addressed in the letters to Senators Smith
