BUSINESS SERVICE AGREEMENTS
- Goodwill Industries - Contract Landscaping -
Facilities Services. This funding level
provides a crew of two-to-three developmentally disabled adults.
Goodwill provides a trainer/supervisor. The Goodwill crew works on
some of our most visible substation and headquarter sites. The
workers receive training in work skills and job responsibilities.
The contract crew works half days at a cost to EWEB of $16.00 per
hour plus dumping and transportation fees, not to exceed $11,000
annually. This is a worthwhile program. EWEB receives a good
service, and the Goodwill client/workers benefit immensely. This
is an anticipated opportunity for them to make a real contribution
and receive a paycheck and some self-esteem for their efforts.
Cost of the contract is $11,000 for four years ($44,000). Contact

WATER SYSTEM DEVELOPMENT CHARGE GRANT REQUEST
- Oakpatch Village Cottages (NEDCO) - Interagency
Housing Policy Board - Water Division. In
accordance with established procedures, the Lane County
Interagency Housing Policy Board has requested a $16,492
grant to offset Water System Development Charges for
Oakpatch Village Cottages, a 19-unit low income housing
development now under construction in West Eugene. A prior
resolution and interagency agreement provide for annual
consideration by EWEB of up to $100,000 in SDC grants for
qualifying low income housing projects, subject to availability of
funds and Board approval. This specific project is sponsored by
NEDCO, a local non-profit development corporation. It has been
reviewed in detail by the Housing Policy Board, has received
financial support from other local, state and federal sources, and
meets EWEB's established funding criteria. No other grant requests
are pending at this time, and staff recommends approval with
funding from available surplus water operating reserves. Contact

- Revised Transmission Rate Proposal - Fiscal Services -
Finance Division. This
is to request approval of staff's proposal for revised rates for
EWEB's open access transmission tariff. The rate proposal is
near-procedural. The tariff has not been updated since early 1998.
There has been no customer utilization of services on this tariff
since it was initially approved at that time. Originally, this
tariff was developed by EWEB in response to industry changes and
to accommodate its participation in the Northwest Regional
Transmission Association (NRTA) and the Western Regional
Transmission Association (WRTA). It is essentially an adaptation
of the pro-forma FERC tariff, pursuant to Order No. 888. EWEB may
be called upon by members of either transmission association for
occasional use of its transmission system and wishes to be
prepared for such an instance. (See memo for staff's recommended

- Black & Veatch - COSA - Fiscal Services - Finance
Division. This is for consulting expenses
in support of the electric rate proposal. The requested
authorization amount is $25,000 and are included in the
2001 budget. The consulting tasks for Black & Veatch were
planned in support of an expected April 2002 rate change process
on the front-end, with the work to be completed in 2001. An
accelerated timeline to an effective date of October 2001 simply
means the work will be accomplished earlier in the year. Black
& Veatch's efforts are to include: a detailed review of raw
load research data, performance of load research statistical
analyses, and development of load research output as the basis for
demand allocations in the cost of service study. Contact person is

- R.W. Beck - COSA - Fiscal Services - Finance Division.
Cost for the contract is for
$49,000. These expenses were not budgeted in 2001, as a
retail rate case was not anticipated until April 2002. The costs
would have been a part of the 2002 Budget, but have now been
accelerated, due to the October 2001 rate case. R.W. Beck's
efforts are to include several tasks in support of the
cost-of-service and rate design process. Though EWEB provides the
primary resources for project completion, the consultant will
update the classification and unbundling methodology in the COSA
model, assist in revising allocation factors to customer classes,
update and expand the customer billing and data base, and assist
in the design of rates and rate structures. In the overall rate
change process, the consultant will also review EWEB methodology
and practices and provide a letter listing study conclusions and
recommendations.
- The customer billing and data base task
relates to an information services function, not ordinarily a part
of rate consulting. Because no billing frequency analyses or bill
impact reports have been developed at EWEB since implementation of
the new Banner billing system, and because it was decided that
R.W. Beck is positioned to do the work more expediently and at a
