BUSINESS SERVICE AGREEMENTS
Sealed bids were advertised and solicited, in compliance with state of Oregon public contracting statutes and EWEB adopted rules, for furnishing of industrial paper and plastic products. Bids were received and opened on Monday, August 28, 2000. Two companies responded with offers (Unisource Corp. and XPEDEX [$23,175.52].) Recycled products were requested where available. Toilet tissue, multi-fold towels, and paper roll towels are recycled products. Staff recommends contract award to the lowest responsible/responsive bidder: Unisource Corporation. BUDGET AMENDMENT
When the year 2000 budget was prepared, we were working to license fiber in the Phase I backbone system to private communications companies. To that end, we sent out an RFP to various exchange carriers and long distance companies to determine their interest. The RFP specified a price and some limitations on the fiber any single entity could lease. We wanted to ensure that we retained enough fiber to support a future build out and we wanted to be sure we didn't enter any long-term lease arrangements at prices that were not favorable to EWEB The year 2000 budget project of $750,000 assumed that in the first year we would lease at our projected price approximately 25 percent of the fiber we intended to make available.
As a result of the RFP process, we determined late in 1999 that the targeted companies were not interested in leasing our fiber under our terms. In November, given that information as well as input from various developers regarding the possibilities for development of our own system, we began detailed discussions with the Board on a proposal to focus our work in the year 2000 on feasibility analysis and development of a business plan for the Phase II build out. To that end, we proceeded with the development partner selection process and our successful amendment to the city charter providing EWEB with telecommunications authority.
Although no further work has been done with respect to leasing fiber on a system wide basis to private carriers, we have obtained Board approval to develop a lease arrangement with School District 4J which we expect to implement by mid-2001.
