The Bright Way to Heat Water
The Bright Way to Heat Water promotes the installation of energy-saving residential solar water and pool heating systems by providing customers with cash discounts and/or loans.

Because a solar water heater’s effectiveness depends on proper installation, EWEB provides financial incentives only when a qualifying system is installed by an eligible program contractor. Please contact Energy Management Services (541-484-1125) for a list of eligible contractors.

A system information chart (PDF) shows the range of solar water heating systems currently available through the program. It also shows the estimated energy savings, tax credits and maximum cash discounts for these systems.

Eligibility requirements

  1. You must own the residential property or be the owner’s legally assigned representative.
  2. You must have EWEB electric service.
  3. Your current water heater (or pool heater) must be electric.

Financing and incentives

EWEB cash discount and a zero percent interest loan are available.

  • Cash discounts available up to $600 for domestic water heaters, and up to $1,100 for pool heaters, based on energy savings.
  • Zero-interest loans of up to $4,000, with maximum 60-month term
State of Oregon tax credit for up to $1,500 is available; credit size is based on system energy savings.

Program steps

  1. Make sure you are eligible to participate.
  2. Contact one or more of the contractors listed in EWEB’s Solar Water Heater Program contractors list.
  3. The contractor will determine if your home meets the minimum solar access and collector siting/orientation standards.
  4. The contractor will provide program and product information and, if applicable, a loan application.
  5. The contractor will provide you with a written proposal. The proposal will indicate EWEB’s cash discount subtracted from the total sales price.
  6. Decide which system to purchase.
  7. If you are applying for a loan, complete the loan application. When your loan is approved, you can arrange for the contractor to install the system.
  8. EWEB inspects the system after installation.
  9. The cash discount and/or loan is paid when the system passes inspection.
